Non-lethal weapons (NLW’s) include various electromagnetic frequency devices, microwave and directed energy weapons, microwave hearing AKA the Frey Effect AKA “Voice to Skull” (US Patent 6587729—Apparatus for Audibly Communicating Speech Using the Radio Frequency Hearing Effect; NATO and the US Army consider microwave hearing to be a NLW). Many victims of organized stalking around the world complain of attacks using NLW’s.
The microwave auditory effect, also known as the microwave hearing effect, the Frey effect, or Voice to Skull (V2K) consists of audible clicks induced by pulsed/modulated microwave frequencies that are generated directly inside the human head without the need of any receiving electronic device. The effect was first reported by persons working in the vicinity of radar transponders during World War II. These induced sounds are not audible to other people nearby. The microwave auditory effect was later discovered to be inducible with shorter-wavelength portions of the electromagnetic spectrum. During the Cold War era, the American neuroscientist Allan H. Frey studied this phenomenon and was the first to publish (Journal of Applied Physiology, Vol. 17, pages 689-692, 1962) information on the nature of the microwave auditory effect; this effect is therefore also known as the Frey effect. Research by NASA in the 1970s showed that this effect occurs as a result of thermal expansion of parts of the human ear around the cochlea, even at low power density. Later, signal modulation was found to produce sounds or words that appeared to originate intracranially. Similar research conducted in the USSR studied its use in non-lethal weaponry.
Voie to Skull or V2K can be done using hand-held devices or can be employed by satellite-delivered Extra Low Frequencies (ELF) to communicate voice-to-skull transmissions. This produces schizophrenic symptoms.
Consider this: ELF radio signals are used to communicate with Naval Submarines deep below the ocean’s surfaces. These frequencies can pinpoint a target anywhere on Earth and can penetrate water, rock, concrete and other dense matter.
Consider this: the brain is composed of neurons (wires) and is powered by low electrical currents. Much like insects communicate with non-contact antenna, humans can communicate with radio transceivers. Just like each of us has a unique genetic code (DNA) each of has our own distinct radio frequencies. Find the frequencies and a terror technician can communicate directly to the brain.

Remote Neural Monitoring (RNM) of the brain is alleged to be a non-invasive Functional Neuroimaging technique allowing anyone’s brain to be turned into a camera and microphone device by decoding wirelessly acquired brain imaging data and extracting subvocalizations, visual and auditory perceptions using Artificial Intelligence.
RNM is claimed to have been developed by the National Security Agency (NSA) and is capable of extracting EEG data from the human brain at a distance with no contacts or electrodes required.
EEG: Electroencephalography – the method and science of recording and interpreting traces of brain electrical activity as recorded from the skull surface or the device used to record such traces. The development of this technology can be traced back to 1924 with the invention of Electroencephalography by Hans Berger. During the 30’s, Ferdinando Cazzamalli conducted experiments to highlight existence of electromagnetic radiation produced by brain electrical activity.
During the 60’s, MKUltra’s subproject 119 intended to allow recording and analysis of brain activity using bioelectric sensors and manipulation of the human being through electromagnetic means. The first demonstration of Brain Computer Interface in humans took place in 1964 when Grey Walter demonstrated use of non-invasively recorded encephalogram (EEG) signals from a human subject to control a slide projector. In 1971 the term brain-computer interface (BCI) was coined by Jacques J. Vidal, who laid out a comprehensive experimental research plan to interface the human brain with computers.
The earliest non-classified references to this type of technology appear in a 1976 patent by R.G. Malech, Patent #3951134, “Apparatus and method for remotely monitoring and altering brain waves,” USPTO granted 4/20/76. The patent describes a technique using the transmission of 100 and 210 MHz signals to the brain yielding a 110 MHz signal which is modulated by the brain waves and can be detected by a receiver for further processing.
In the early 1980s it is claimed that the NSA began extensive use of Remote Neural Monitoring. Much of what is known about it stems from evidence presented as part of a 1992 court case brought by former NSA employee John St. Claire Akwei against the NSA. It describes an extensive array of advanced technology and resources dedicated to remotely monitoring hundreds of thousands of people in the US and abroad. Capabilities include access to an individual’s subvocalizations as well as images from the visual cortex and sounds from the auditory cortex.
The mysterious ailment known as “Havana syndrome” began afflicting U.S. diplomats and intelligence officers in Cuba’s capital, Havana, in late 2016. Victims reported the sudden onset of a range of symptoms such as headaches, nausea, memory loss and other cognitive difficulties. The initial cluster of cases confounded medical experts. More than five years later, as many as 200 incidents have been reported among U.S. personnel in a list of countries that includes Russia, China, Colombia, Uzbekistan and even the United States itself.
After years of investigation, it has been determined that the cause was most likely were caused by pulsed electromagnetic energy, according to a report by a panel of experts convened by national intelligence agencies. The report’s findings are similar to those of another report released by the National Academies in 2020. In that report, a committee of 19 experts in medicine and other fields concluded that directed, pulsed radiofrequency energy is the “most plausible mechanism” to explain the illness, dubbed “Havana syndrome.” The technology behind the suspected weapons is well understood and dates back to the Cold War arms race between the US and the Soviet Union. High-power microwave weapons are generally designed to disable electronic equipment.
But as the Havana syndrome reports show, these pulses of energy can harm people, as well. As an electrical and computer engineer who designs and builds sources of high-power microwaves, I have spent decades studying the physics of these sources, including work with the US Department of Defense. Directed energy microwave weapons convert energy from a power source – a wall plug in a lab or the engine on a military vehicle – into radiated electromagnetic energy and focus it on a target. The directed high-power microwaves damage equipment, particularly electronics, without killing nearby people. Two good examples are Boeing’s Counter-electronics High-powered Microwave Advanced Missile Project (CHAMP), which is a high-power microwave source mounted in a missile, and Tactical High-power Operational Responder (THOR), which was recently developed by the Air Force Research Laboratory to knock out swarms of drones.
The National Academies report links high-power microwaves to impacts on people through the Frey Effect. The human head acts as a receiving antenna for microwaves in the low gigahertz frequency range. Pulses of microwaves in these frequencies can cause people to hear sounds, which is one of the symptoms reported by the affected US personnel. Other symptoms Havana syndrome sufferers have reported include headaches, nausea, hearing loss, lightheadedness and cognitive issues.

“Over the last decade we have seen a sharp rise in the number of people coming forward with complaints of non-consensual experimentation with electromagnetic weapons designed to target both electronic hardware and the human central nervous system. While this was typically disregarded as mental illness in the past, the total global population voicing these identical complaints has exponentially grown to numbers that can no longer be attributed to delusional disorder, schizophrenia or any other described mental illness. You may be unaware that the safeguards against experimenting on the public without their consent in the United States are very lax and are included in legislation referred to as The Common Rule which is the Federal Policy regarding human subjects’ protection. It is written with several loopholes for the allowance of non-consensual experimentation, mostly by intelligence agencies. Hence, we have seen the necessity for the Bioethics Commission hearings in the United States after it was brought to light that Guatemalan prisoners were experimented on with contagions by the National Institutes of Health.
During the course of the Bioethics Hearings, their directive was to determine if any other non-consensual experimentation was ongoing in the United States or abroad. At each of the four meetings there was included a public forum for the committee to address concerns by the public at large. Over one hundred individuals were in attendance at each of the four meetings voicing complaints of exposure and experimentation with electromagnetic weapons technologies. The effects of these technologies on the human body can only be described as torture.
Several years ago, another National Security Agency insider, John St. Clair Akwei, described in detail the frequencies used by the NSA and other intelligence agencies to access and influence the human body and nervous system in his civil action against the NSA. His descriptions of technologies used to track, monitor and alter a subject’s perceptions, moods and motor control are similar to the complaints we are hearing today from victims alleging non-consensual experimentation and torture. Moreover, Vladimir Putin, in a speech in 2012, admitted that Russia is following suit in funding development of weapons that will attack the human central nervous system. His defense minister, Anatoly Serdyukov, described the weapons as directed energy weapons, wave energy weapons, genetic weapons and psychotronic weapons based upon new physics principles.
Obviously, Russia intends to go down the same path of directed energy weapons research that the United States has long been on. The unfortunate truth regarding this type of technology is the ease with which it can be used remotely and non-consensually on the public without the recommended safeguards of an Institutional Review Board or any appreciable ethical oversight. In the United States this research is typically done clandestinely under the guise of national security concerns just as the NSA electronic data mining was done which is currently being covered in the LIBE Committee. Over the last decade I have consulted with thousands of people in the United States complaining of exposure and experimentation with electromagnetic weapons technologies which include, but are not limited to, complaints of mood alteration, heart palpitations, involuntary body movements, severe headaches, blurred vision, burns to the skin, non-consensual micro-chipping and neurocognitive perturbation. It is my belief, based upon former and current publicly released government research documents as well as victims’ complaints of torture, that this technology is being used in a non-consensual manner on the global public.“

It works on the principle that all things are energy: A specific conscious experience can be energetically isolated, mapped and then reproduced for directing at targeted individuals’ brains to induce the desired hallucinatory experience for mind control. The directing and targeting involves the mind-blowing use of advanced artificial intelligence guidance systems which can be used in conjunction with microwave cell phone towers, satellite technology, HARP-like installations, drones and implants… Microchipping is not necessary. Targeted individuals can be stationery or moving, in enclosed areas or out in the open, either way, the targeting is extremely precise. Besides auditory and visual hallucinations, other artificially induced experiences include states of euphoria, lovingness, the mystical, the telepathic, dream scenarios, mood changes, panic attacks or anxieties. Pains and brought on illnesses such as those related to heart problems… could be induced. As mentioned earlier, besides being perceived as a threat to the advancement of the new world order agenda for having certain qualities or alternative views, getting labeled as a ‘heretic.,’ there are other reasons for targeting.
This includes, being chosen as an experimental R & D subject, or for social engineering purposes, or to stop you manifesting a particular outcome from, for example, something you’re specialized in which T.H.E.Y (The Hierarchy Enslaving You) don’t want others to know about, or for eugenics purposes (are T.H.E.Y trying to get rid of good humanitarian people?)…The effects may be used for psyops. For instance, a targeted individual may be made to hear ‘Allah’s voice in his head,’ telling him to go on a shooting rampage… Then there’s the mind control technology’s potential for inducing racial hatred or for the use of sexual exploitation… As you can imagine the list of the technology’s manipulative capabilities is long. The technology can also be used for surveillance, as it is able to detect what’s going on with the 5-senses. It can also read thoughts using the remote neural monitoring processes… All of which can be stored and referenced as a unique behavioral brainwave database belonging to a targeted individual. As part of the affects, third party mind control involvement may be used. For example, stalkers may not know that they’re also being mind-controlled to do the stalking on a targeted individual.“
